The brink of a new style of government..." 'Glenn Mickens' (Kaua'i County Watchdog)

Glenn Mickens has lived on Kauai  with his wife Ruth for the last 26 years. Born July 26, 1930 in Wilmar, California, USA) was a pitcher in Major League Baseball. He pitched in four games (two of which were starts) for the 1953 Brooklyn Dodgers. He also played for five years in Japan, from 1959 until 1963 for the Kintetsu Buffaloes. There, he compiled a record of 45–53 with a 2.54 ERA.  Glenn also  served in the Army for 2 years and coached baseball at UCLA for 25 years. 
Last but not least Glenn would really like to see Kaua'i give the county manager style of Government a chance.

The brink of a new style of government

Since we are on the brink of getting a Council/Manager type of government on the November ballot for the people to vote on, let's get the message to Kimo's readers what this form of government is. And, we sincerely thank Kimo for his efforts to help us in implementing this historical system on Kauai.

So many problems have occurred under our present form of government that change is needed. And since 51% of cities and counties across our nation are successfully using the Council/Manager form of government we feel that it is imperative to try it.
The current Kauai County council members...


Let’s briefly describe the Council/ Manager system being proposed for Kauai. The Council hires a person  as Manager  who is highly educated and has experience in municipal government to oversee the  management of the operating departments (the fire, police,  public works,  planning and other functions that carry out the work of our local government) . The Manager is the chief executive officer  of the County and  appoints and can terminate the head of each department and is responsible to the Council. which remains our legislative body. 

With his/her education, experience and expertise, the manager is tasked with going after and solving whatever problems (traffic, solid waste, low income housing, homeless people, and budgetary) that have faced and are still facing our Island--all under the council's direction.

Unlike the present Council/Mayor system where the Mayor and his administration remain for 4 years no matter how poorly they preform their duties, the Manager can be fired for lack of performance immediately. Politically appointed positions will be eliminated since the Manager is now in charge of these appointments and must have people under him/her with experience and job qualifications since his/her job security depends on positive performance.

Under the system being proposed a  Mayor will be elected by the voters to become a member of the Council and its chair and will no longer have any administrative duties.Thus the Mayor will be a  part of the Council and not adverse to it.

The Council/Manager system is a tested and effective form of government and with it we should have a better Kauai.
