Last but not least Glenn would really like to see Kaua'i give the county manager style of Government a chance.

There are some fine new candidates running for Council this year and some very good incumbents. But none of these candidates possess the amazing qualifications that Norma Doctor Sparks does.
Her experiences would certainly qualify her for any governmental position in Hawaii and would make her a prime candidate for our County Council.

She was born in Koloa and her passion is to make Kaua'i a better place for all of to live. She wants to use her years of knowledge and experience to make this happen. She learned well from her parents, Bienvenido and Sofia Doctor, about helping others as they started the first nursing home in Hawaii in 1957 and ran it for 30 years.

She is a retired attorney and former Hawaii State Deputy Attorney General. She earned her masters degree in social work from U of H and got her Juris Doctorate from the same school. That Doctorate is for being an expert in law, scholar or writer in the field of law.

She worked for the State of Hawaii for 20 years as a social worker, supervisor, and administrator in human services. For 10 years, she managed two state-wide agencies and had offices on all islands, including Kauai. Most recently, she lived in California where, amongst many other important positions, she was the Assistant Director with Los Angeles County Department of Public Social Services where she managed a 4 BILLION DOLLAR BUDGET with 14,000 employees under her.
She has extensive experience in budgeting and financial management contracts, human resources and informational technology. For her work and skills of what she accomplished, in 2007 she was recognized as one of the top 100 Filipino women in the U.S.--an amazing honor for any person! And in 1999 President Clinton recognized her for the highest percentage of increased adoptions in the Nation!

Needless to say that the people of Kauai would be fortunate and honored to have this brilliant local woman with all this ability being one of their 7 council members. Think of our budget continually exploding and how she could help manage it WITHOUT RAISING TAXES!

Imagine if Norma Sparks had kept her maiden name, she would be Dr. Doctor! ;-) Doctor, Doctor give me some news, we want you on the Kauai council! Yeah! ;-)
On a serious note, very rarely do you see someone with the experience and resume like that of Norma's running for a public servants position on Kaua'i. Kaua'i must take advantage!
Norma was at the meeting today and testified twice so is doing a good job of campaigning. She really appreciates your support, Kimo and needs all the help she can get. Facebook is beyond my pay grade but if you say it is going to do her some good then I like it.
Keep up the great work and, again, I have no idea of how you got my letter about Norma with pictures of her and family up and running so fast--amazing!!
